The convergence of colonial legacies; geographic, economic, social, cultural, and political factors; rural urban drift, and inappropriate (and dated) land legislation and regulatory frameworks fuelled urbanisation and the creation of slums.  In Kingston, these inner city areas are characterised by insecure tenure and informal occupation of land and housing.
